Technical Guidance & Research

There are a number of initiatives that have been implemented in South Africa which include planned standards for municipal valuations for property rating, guidelines and policies and these will need ongoing practical guidance offered to the profession and administrators of the municipal property rates act (MPRA).

The Chapter will promote the international guidance on municipal valuations including mass valuations to apply to quality assurance measures to guide the improvement of the profession.

An advisory panel is also planned as support for enquiring municipalities as they implement valuation rolls – FAQ.

The Chapter plans to coordinate and collaborate on areas of research interest on property valuations and rating.  The Chapter will also plan to offer guidance to research students and learners to support and feed into the industry and valuer profession.

Standards and Ethics

Standards in their implementation will promote standardisation, consistency with the main objective to improve and maintain quality of municipal valuation rolls and rating of property.   To support the implementation and monitoring of standard, oversight and measuring the performance of valuation rolls and rating will need to expand professionally.  Benchmarking and networking through the International community, such as the IAAO, will also assist in creating best practice oversight procedures for measuring and monitoring performance and quality.

Research and Surveys

The Chapter plans to coordinate and collaborate on areas of research interest on property valuations and rating.  The Chapter will also plan to offer guidance to students and learners to support and feed into the industry and valuer profession.

Partnerships

The IAAO encourages and fully supports partnerships and collaboration with stakeholders who share the same vision for the benefit and growth of the municipal valuation and rating functions.

The IAAO-SAAF Chapter has begun engaging with the KZN Cooperative Governance and Traditional Affairs and the South African Council for the Property Valuers Profession in the sharing and growth in professional development.  The engagements and the benefits to members will be shared and communicated.
